Tiers of Instruction

  • MTSS TiersWith a strong MTSS framework in place, students have fluid access to instruction and supports of varying intensity. This instruction, intervention, and support is in place for all learners in academics, behavior, and social-emotional/mental health.

    Tier 1 = Whole class core differentiated instruction
    There is Differentiated Instruction for ALL students. All teachers use best, evidence-based instructional strategies and supports in the classroom to deliver core instruction in the content areas, behavior and social-emotional skills instruction. Universal screener assessments are given to all students to help determine the need for additional tiered support.
    Examples of Tier I strategies include: tiered, authentic, relevant assignments; scaffolded content; use of cultural and linguistic instructional strategies; relationship and community-building; use of restorative practices and anti-bullying lessons.

    Tier 2 = Whole class core differentiated instruction+additional targeted instruction (small group) 
    About 15% of students will require Early Intervention-High Efficiency Strategic Support using small group interventions. This takes place in the classroom and is in addition to the Tier I instruction they continue to receive. Small group intervention takes place 2-3 times per week for 4-6 weeks. Student progress is monitored on a regular basis. 
    Examples of Tier II interventions include: specific, small group instruction to build certain skills; restorative circles; behavior contracts; individual schedules; and group counseling.


    Tier 3 = Whole class core differentiated instruction+additional targeted instruction+intensive intervention (sometimes 1:1)
    About 5% of students will require High Intensity Support to meet their academic, behavior, and/or mental health needs. The intervention may take place in the classroom or via pull out instruction and is in addition to the Tier I and II instruction students continue to receive. Small group/individual intervention takes place 3-5 times per week for 4-6 weeks. Student progress is monitored on a weekly basis. 
    Examples of Tier III interventions include: daily, small group intervention; language learning support sessions; individual behavior plans; restorative circles; anti-bullying interventions; individual counseling; and crisis response.
