
About the SMMUSD Expanded Learning Opportunities Program (ELOP)
SMMUSD’s Expanded Learning Opportunities Program (ELOP) offers more than just after-school care — it’s a district-wide commitment to expanding access, equity, and enrichment for students beyond the school day. Our programs are thoughtfully designed to support the whole child by fostering academic confidence, social connection, creativity, wellness, and leadership in a safe, inclusive environment.
Through partnerships with trusted community organizations and SMMUSD educators, we provide a wide variety of high-quality opportunities tailored to meet the diverse needs of our students, families, and school communities. From academic tutoring and STEM to arts, movement, and student-led projects, ELOP reflects our belief that learning doesn’t end with the bell.

Benefits of ELOP Participation
Expanded Learning programs at SMMUSD help students grow in ways that matter—academically, socially, and emotionally. These programs support students in thriving by improving attendance, strengthening social-emotional skills, and deepening their sense of purpose and connection—laying the groundwork for long-term success in school and life.
Over the past year, students have reported greater confidence, stronger relationships with adults, and a stronger sense of belonging. ELOP experiences help build essential life skills like self-regulation, collaboration, and creativity—preparing students to lead, learn, and contribute meaningfully.
These outcomes matter because students learn best when they feel safe, seen, and supported. When confidence, connection, and curiosity are nurtured, academic learning becomes deeper, more joyful, and more sustainable.

ELOP (Expanded Learning Opportunities Program) is a State of California apportionment dedicated to local education agencies, like SMMUSD, to support resources for high potential students. All students can participate in ELOP sponsored programs and those that are foster, unhoused, low-income (FRPM), or English Language Learners (ELL) receive priority enrolment and in many cases free or reimbursed services provided by qualified staff every school day and during select summer and holiday breaks. ELL and non-ELOP students can participate and may incur registration fees based on their ability to pay (financial assistance can be requested with each provider).
Elementary School
SMMUSD’s ELOP programs offer daily, on-campus enrichment and care for elementary students—operating more than 225 days per year with qualified, caring staff. These programs are designed to extend learning beyond the classroom, offering opportunities for students to explore new interests, build essential skills, and stay connected in a safe, supportive environment. *See PROGRAM SERVICES page for details specific to your school.
Services are delivered through a diverse network of providers that includes:
- School Age Programs (SAP), Right At School, CREST
- Teacher-led enrichments
- Coastal Kids, Summer Adventure, Summer Aftercare
- BGCM Campus Clubhouses (Webster & Malibu ES), Summer Camps
- SMBGC Playground Club, Summer Camps, and SMBGC Sports
Each site offers a unique blend of academic support, recreational activities, creative arts, and social-emotional learning, reflecting the needs and strengths of its school community.

Middle School
ELOP provides a wide range of engaging enrichment opportunities for middle school students both on and off campus, operating more than 210 days per year. Led by qualified staff and trusted partners, these programs offer academic support, physical activity, and creative exploration tailored to the needs and interests of early adolescents.
Middle school services are delivered through a mix of school-based and community-based options, including:
- Right At School (LMS Lion’s Den)
- Teacher-led enrichment and intervention
- SMMUSD Middle School Sports
- BGCM Teen Center, SMBGC Main Branch, and JAMS Clubhouse & Summer Camps
Programs are designed to strengthen students’ independence, belonging, curiosity, and readiness for high school and beyond.
There are numerous services across the district that serve the diverse needs and interests of our students, families and schools.
