Legal Requirements: The charge of the District English Learners Advisory Committee shall be to advise (review and comment) the Board of Education on at least the following:
- Development of a district master plan for educational programs and services for English learners that takes into consideration the Single Plan for Student Achievement.
- Conducting of a district-wide needs assessment on a school-by-school basis.
- Establishment of a district program, goals, and objectives for program and services for English learners.
- Development of a plan to ensure compliance with any applicable teacher and instructional aide requirements.
- If the DELAC acts as the English learner parent advisory committee under California Education Code Sections 52063(b)(1) and 52062(a)(2), the DELAC shall also review and comment on the development or annual update of the Local Control and Accountability Plan.
- Review of and comment on the school district’s reclassification procedures.
- Review and comment on written notifications required to be sent to parents and guardians.
- The consolidated application must include certifications by appropriate district advisory committees, including the DELAC, that the application was developed with review and advice of those committees.
